Message dated July 26 and received July 28, stating the Governor                                    
transmitted the engrossed and enrolled copies of the following                                      
resolution to the Lieutenant Governor's Office for permanent filing:                                
                                                                                                    
          SENATE JOINT RESOLUTION NO. 25                                                            
          Recommending that certain federal funding                                                 
          restrictions be eased so that more villages in Alaska                                     
          would qualify for assistance relating to flooding and
